The Empire Palace 3, located at 207 E. Long Ave., was closed on order of New Castle health officer Patrick McGuire on Tuesday. The report said the restaurant was out of compliance and of the 13 violations identified on Tuesday, 11 were repeat violations that were observed earlier this year.

Identified violations were:

•Hand sinks were not being used by employees who were not washing hands as required.
•Hand sinks were not stocked with soap and paper towels as required
•Raw chicken was sitting in a metal bowl on the top of a trash can and held out of temperature for an extended period. The report said the temperature of the chicken was 58.4 degrees. It is required to be at 41 degrees or below.
•Cooked chicken and shrimp was sitting out and determined to be held at 114 degrees. Hot foods are required to be held at 135 degrees or above.
•Eggs that were out of the shell and mixed were held at 48 degrees, not 41 degrees or below as required.
•Many food products were were not stored in a manner to protect them. A pair of used, dirty shoes were on a food surface counter
•The hood system, which is required to be cleaned on a regular basis to prevent contamination, is dripping grease and contaminants into food being prepared
•Labels and dates of food products were not observed during the inspection. This information is required for open and temperature-controlled foods.
•Nonfood contact surfaces were not properly cleaned and sanitized. Wiping cloths were stored in contact with cut or raw foods in a cooler.
•Bins that hold crunchy noodles are not cleaned and dirt had accumulated on the inside of the container.
