that's definitely rare not raw. and steak can absolutely be eaten like that. may have been a handling issue but was not the doneness of the meat.

But isn’t chopped steak usually ground beef? Ground beef isn’t as safe to eat rare as an intact piece of steak.
no chopped steak is not ground beef. different cuts of meat and different processing protocols
As a professional that is raw. If it was not properly handled you will get sick.
